Up to my knowledge Selfish people are very much happy. The person who looks into him / her and their family is always happy since they never ever worry about the others. This makes them happy.
Saints who know the truth of life are also happy. And some other people stays happy for a particular period of time.

Selfish people are happy but always they will never be happy. Because Selfish people will feed the poison of selfishness to their future generation and it continues like a process of inheritance.
